Yes.

"He can use any feat he has except Combat Expertise, item creation feats, and metamagic feats."

You don't have to be using Power Attack to use Cleave. You don't have to be using Combat Expertise to use Improved Trip.

If it said "While Raging, a barbarian with Combat Expertise is treated as if he did not have the feat", he couldn't use Improved Trip. But it doesn't.
