Any d20 games other than M&M that do not use class and hit dice?

As the title states, I would like to know if there are any d20 games other than Mutants and Masterminds that do not use classes and hit dice (or hp bonuses per level)?

Sorry if I was not clear. In additon to not wanting hit dice, I don't want a game where hp increase with level.

Basically what I want to see is more d20 games that approach the d20 system like Green Ronin did with Mutants and Masterminds-- a point system (levels are fine as long as levels increases give you points to spend) in which players can allocate points as they see fit. No classes with hit dice; no HP, BAB, or special abilities automatically accompanying an advancement in level.
 

So what you're asking for is skill-based, rather than traditional D&D's level/class-based, correct? Completely do away with classes and possibly even levels?

I'm not that deep into d20, so can't help you, sorry. :(
 



There is an easy way to do this with BESM d20: Drop the classes entirely. Each time they level up, characters get 10 Character Points to spend, and they have to buy HD, BAB, Saves, Feats, Skills, etc. with those points per the costs listed in the book.

The BESM d20 system was specifically designed to do this; Guardians of Order ensured that all classes ('cept one, but it's a special case) in the book add up to 200 pts. at 20th level.

I'll second the rodent, the anime d20 rules are probably exactly what you need (plus they look good).

I should mention that Godlike has 32 pages of rules for superhero (they are available freely on the designer website), though the power creation rules are in the book itself, and I wasn't impressed by what was freely available.
