Aside from the fact that you can't sneak attack with Ray of Enfeeblement:

Yeah, I noted that. With "observe target" reduced to a move action, you would get 15 sneak attacks on a heavily armored opponent who's running toward you if you are placed so that your target can't possibly see you, or you have enough Hide so you can take the -20 and not be observed. If you also take 5-foot-steps all those rounds you're another 75' away and can take another couple of sneak attacks. That's way more than a lone rogue could, because that rogue would have to get within 30', and the moment the enemy started running around the rogue would have to move about, and deducing the rogue's location wouldn't be all that hard after that.
But hey, it's your game and if the reduction breaks it you can always change your mind. I was just voicing my concern, not saying "don't do this or I will hunt your game down and break it with my Shadow Sniper character!" :D

In that time, a regular twink archer could get anywhere from 60 to 90 shots in....

A good point. However, the vast majority of those would be at lower than maximum attack bonus. The first (or, in the case of Rapid Shot, the first two) attack is the most effective one.

I'll concede the point to you, though, with an argument of my own. A pixie rogue can get an infinite number of sneak attacks on a running full-plate wearing warrior who can't see invisible (assuming an infinite supply of arrows/bolts).

Rapid Shot + haste/boots of speed, first 3.

Also, the situation where you're plinking away at distant, lumbering targets on a flat, featureless plain is the IDEAL SITUATION for a sniper. It shouldn't be a surprise that the class comes into its own here, any more than a sacred exorcist will be happy to explode demons all day long.
