Nope, definitely not, and I know it's not from Villains and Vigilantes or Macho Women with Guns. Maybe it could be from Palladium's Teenaged Mutant Ninja Turtle game?

Seriously? Sounds like a DM's house rules to me.

Nope. The Megaversal System is pretty close to 1st edition AD&D in most respects; that also precludes Rifts, Ninjas and Superspies, and Robotech (as others have, I believe, floated as theories).
