A round is six seconds like it has been for a while now but in the magic section it says that a person can cast a spell with a single action by reciting a magical formula and waving your hands for six seconds.

Wouldn't that mean it takes you a whole round to cast a spell according to the wording?

And if you look at the sequential nature of combat present in the latest editions, you'll find even more oddities about this "6 second" round. I don't really see anything special about this oddity.

Unless I'm reading a different part of the rules, it says that casting a spell typically takes a single action. It then, parenthetically, describes that action as being approximately six seconds of recitation and hand movement. That doesn't mean it takes a whole round (at least not in a mechanically significant, 3E-style "One round casting time" way). The spell could be cast while moving, for example.
 

Yes. All actions take a round.

Additionally, you can move, too. That can happen simultaneously or not, but the total is always a round. Think of the move almost as a free action.
 

The rules just consist of a lot more prose. Like, "To cast a spell, you have to wave your arms around and babble like a lunatic for six seconds" would be written in 4e like this:

Cast Spell
Standard action
 


All actions on your turn in DDN are full-round actions or free actions.

You get movement up to your maximum speed as a free action.
