Anyone else notice this?

I found the fighter (and to a lesser degree, the rogue) were really outdone by the spellcasters in the playtest. Perhaps adding in that if you want to cast, you can only walk 5 feet or so and cast your spell at the end of the round is all that's needed.

Yes. All actions take a round.

Additionally, you can move, too. That can happen simultaneously or not, but the total is always a round. Think of the move almost as a free action.
That's also my reading. Since you can move before and after your action as you see fit, I assume it means you perform your action while on the move.

This could be a bit inconsitent when you have your spell come into effect and only then start your movement while under it's influence, but "rounds" are really an imagined reference anyway. All the characters are moving and taking actions at the same time, so the question of what happens first and what later is moot anyway. Here the rules are divorced from the events, and in this case I consider it a good thing. It does not make a significant difference, but makes playing the game much easier and smoother.
 

And if you look at the sequential nature of combat present in the latest editions, you'll find even more oddities about this "6 second" round. I don't really see anything special about this oddity.
That's part of the 1st edition feel they're baking into D&D Next. ;)
