I'd be for "Hell froze over" from all that has been suggested here.
But my offer would be

but having the general board be 40% general and 60% OT was what made it fun.
this just gives people another board to look in, and i'm pretty sure MOST posters will ignore it and post in general anyway leading to more work for the mods.

but if you want a name?
Since OT posts are many peoples favorites and theyve now been relegated to a seperate section for people to visit when theyre done with the others...

I don't think it was ever that bad. I'm just going from my impression, but it seemed to average about 80% on topic/20% off. Also, OT topics tended to die quicker than gaming-related ones, unless they were really controversial. Then they usually got closed when things got out of hand.
 

Well, if the general discussion *has* to be seperated into two forums, then I would suggest that General Discussion be renamed General Gaming Discussion and this one General Conversation.

Edit: Well, durn, I just realized that General had been retitled. But now that I've been there I realized something. First, that earlier when I went to General I thought I had accidently stumbled into one of the Rules forums. Why? Because it seemed so sterile. No forum equivalent of table-talk or idle chatter. That's what gave General it's charm, it's like walking into your favorite bare and seeing all the regulars. Yep- over there is the Hive, and gee there's some fellow giving out cigars, musta had a baby. With this Off-Topic forum waaaay down here, it's like someone just took all the life outta the place. Heck, even if I didn't read 'em, those threads just made the place feel more homey.

"Hell Just Froze Over" has a certain sarcastic charm to it, however I also really like "The OT".

I'm placing my vote for "Hell Just Froze Over".
