Crothian, no. Gnomes should *not* get a wis penalty. Unless you want them to be silly foolish dragonlance tinker gnomes, but they are universally found as stupid and annoying.
I don't see gnomes as unwise. They are, to the contrary, depicted as very clever and wise in their way of prefering to avoid violence and confuse opponents rather than fight them.
I have a variant gnome subrace, though, the night gnomes. They are a bit distant from the illusionist archetype; as they are rather diviner than illusionist, and rather cleric than wizard.

To sum up, they are secretive people that hoard lore and secrets as dragons hoard treasure; and that live this way on the behalf of a strange goddess. They live only on nights, as they pay their keen sight with delicate eyes. They are pale, small, have gray or silvery hair, and dress usually in white; making them looks like little ghosts when seen from a distance. They are, however, rarely seen, as they do use all they know of ion to stay hidden. The only way for an interloper to find a night gnome city, they say, is to stumble on an abandonned and ruined city or to be the guest of a gnome.
