I got it yesterday at my FLGS ... here's a bit of a rundown for anyone interested:
The Intro goes into PL levels and some general advice where things fit in.
Chapter One is on general cybernetic rules including the Bionic Agent, Implant Hack & Cyberwarrior AdvClasses. There are also rules on how to distribute cybernetics for your campaign, new feats and some ideas on massive damage.
Chapter Two is a cybernetic catalog.
Chapter Three are expanded VR Net rules, including the Cybernaut AdvClass, Avatar rules, Programs and general advice on using the VR Net.
Chapter Four deals with Alternate Cybernetics, covering FX Cybernetics, Necrotic Implants, Wetware & Nanotech.
Finally, Chapter Five presents the Cyberrave campaign and includes the Cyber Raver AdvClass, as well as some new occupations, a new feat and rules on using other material with the campaign.
Overall, the book's quite solid

I like the Cyber rules and kinda dug the expanded VR Net rules in general
