Actually, that sort of thing shouldn't be too common in SR4. Most folks don't use full sensory immersion mode, and it's easy enough to set up your Commlink to reject "spam" signals. Combined with a good firewall to help prevent hacking, you'd basically have to mess with a person's AR signal on a one-to-one basis.
