Arcana Unearthed Tongues spell Item Question

If there is no modifier to it, you can build it at the normal cost. (AU Tongues seems a bit higher in level than D&D ones, so it will still be a lot more expensive than the D&D version of it)
You can make it permanent as well, unless the ability/feat/spell you use it has only a limited list or a written limitation to it - I believe the Templates gained from Creator Mage don´t have such limitations.
I am not sure if it is mentioned in the book, or if I found it online (on Montecooks forum or the AU Website), but there was a note that you probably apply the constant item modifier to the cost to make a permanent item - but this is not relevant for Tongues

Luckily cost is not an issue as I have spoken to the GM and the character that is getting it is most likely getting the permenanced version cast upon himself as he will be planes travelling and needs to speak with the other PC's (almost all from forgotten realms, and one NPC from Krynn) and the GM and I decided that Common is not the same in EVERY dimension.
