D&D (2024) Are the new default alignments of Goblins (CN) and Kobolds (N) more consistent with their current portrayals?

I am queasy about assigning an alignment to an entire culture.

But assigning an alignment to a faction that is in power − can do, yes.
my word choice on the particular point may not have been the best due to it being late when i wrote that, my intent was more akin to the previous underdark reference i made before so that 'culture' is referring more to the inclinations of a localized group rather than the entire species.

this does not mean there cannot or are not individuals who diverge from that culture in the group, individual alignment was separate from societal alignment for a reason, it just shows the overarching trend in that settlement/group/organization rather than being a hard identifier saying everyone in the group is XYZ alignment.
