Arrow Demon + Feats = 17 Attacks???

I dont remember what it was from, but one of the players in a game i was in had a banked shot attack or something....if 2 enemies are within 5 ft, you can hit one, the arrow banks off them and hits the other as well....so essentially, 1 arrow hits 2 people. Get him that and he will be even nastier. ;)

Any particular reason for Unholy, other than extra damage?

Consider the Exit Wound property from Complete Warrior.

Only an extra 1d6 damage, and only vs. living targets, but gives the ability to hit a second or third target with each arrow if they're lined up correctly.

Speed specifically says it's not cumulative with similar effects.

Right, so you couldn't Speed + Haste because no similar effect could accumulate you an additional attack with that weapon. I always figured that since the effect is on the weapon, a separate weapon would not cause an overlap, but I guess I was wrong.
 

I have an NPC in my game that can get 20 or so attacks, so it's not like 17 is out of line. She uses Greater Flurry, Palm Throw (from Master Thrower PrC), Rapid Shot, Greater Two Weapon FIghting, Haste, etc. to get that many. And another bad guy had 40 or so attacks using her six arms and the Dervish Dance of a Thousand Cuts.

Still, that is one bad demon archer, capable of sickening damage. It seems as crazy as some of Blackdirge's bad guys. Ouch!

Why change something that fits in with the theme of the monster? Go with it. You're talking 17-24 attacks per round at different targets, and you're worried about a +2 bonus (or lack thereof) to Will saves? Unless you're planning a tpk, give the creature some weakness for the PCs to exploit. If it concentrated its attacks on one PC at a time, the party is going to lose 1 character per round facing this thing. They're going to have a hard enough time fighting it, especially if it is attacking at a distance, and can then use DD to change locations and stike again unawares. If your PCs can get close enough to use something requiring a Will save on this beast, they should have a decent chance of it actually working.

If you make it where their only option is to close in and attack, that's what they're likely to start doing with all their encounters. Especially when the monster can take out 1-2 PCs per round. I'm sure with the lich bbg you're going to want some drama and whatever. Nothing spoils that faster than PCs interrupting a monologue and just attacking (whether the bbg is ready or not).

Stick with just the Fighter levels and forget Assassin. A creature with that many attacks is basically making a death attack whenever it does a full round attack (and concentrates all arrows on a single target). This goes back to the subject of theme. Your demon is basically a warrior anyway, even without Fighter levels, so keep it that way. If you want an Assassin in the mix, have this creature working with another demon (or whatever) that is maybe more of a roguish, sniper type, rather than the equivalent of a squadron of archers.
