There's no rules that say they do, but since NPCs above 1st level exist, one would assume they do "offscreen"... I know *I'm* planning on having a 1st level fairly wimpy NPC come back as a 5th-level ass-kicker when the players have gained a few levels... ;)

Or, to look at it too closely: the logistics of a world where people have "XP" and gain "levels" is similar to the logistics of a SHONEN JUMP manga/anime series. (DRAGON BALL Z, NARUTO, YUYU HAKUSHO, etc...) In other words: with enough training & experience, you can evolve from a relatively wimpy person into a complete badass. ;) (Assuming you don't die in the meantime.) I'm trying to establish this as an actual fact of life in my campaign world...

Makes sense. It's just a personal preference: as a DM, I enjoy the opportunity to roll my own dice when fighting against the player hordes. ;)
