If you state that it takes a ranged attack roll as for a hurled/thrown weapon to accurately target a bead from a necklace of fireballs, then that would lead to some pretty nasty abuses. Like a character will quick draw throwing a bead for each attack in his full attack routine.

Yes, but the limiting factor is that there are only a finite amount of beads on a necklace. So unless they're growing on trees I don't really see it as an abuse.

Look at it this way. A single-use use-actived item that generates an 18th level meteor swarm costs 8100gp. A type VI necklace also costs 8100gp. A type 6 has 1 10d6, 2 8d6, 2 6d6 and 4 4d6 missiles. An 11th level fighter with quick draw and rapid shot with a haste can throw 5 beads during a full attack (ranged). The meteor swarm does 4 6d6 40ft bursts. The fighter can do a single 32D6 20ft burst or spread them out into 5 20 ft bursts the least of which do 6d6 damage. Granted the saves are different (DC 23 vs DC 14), but at 11th level that's pretty good considering the baddies saves aren't that high. The fighter can also follow up next round with another 16d6 attack. Even if you make your saves the first does an average of 56 points. I call that a potential abuse.

On another point, insisting on an attack roll for a weapon that has a 20ft radius burst and can only scatter, at most, five feet from the intended target space seems pointless to me. Even a wizard has a small chance of missing, and if he does, his intended target is still within the burst! The only thing this does is make a magic item more random, and then by a trivial amount.

Humor: I talked to my DM on this, and his answer was no attack roll needed, just like a fireball. When I asked why, he said, "Because its magic! Duh!" I don't post this as a for or against arguement, but because I thought it was funny. :D

No, he can't.

From the SRD:
Activating a magic item is a standard action unless the item description indicates otherwise. However, the casting time of a spell is the time required to activate the same power in an item, regardless of the type of magic item, unless the item description specifically states otherwise.

The casting time of fireball is a standard action. Since the item description does not state otherwise (and in fact says of the beads that you can hurl one of them), the time required to activate the same power in an item is the casting time of the spell - a standard action.

I agree with you 'smurf, I was just constructing a strawman against the attack roll neccesary arguement. Not proud of it, and knew I'd be busted soon. ;)
