Attacks and penalties

1. Can a proned character make opportunity attacks?
2. Can a wizard, who is proned and immobilized, make attacks?
3. If a power (like Dimensional Thunder) lets you teleport, can you choose not to(or assume you teleport to the square you already are), and still make the attack?
4. Magic Missile counts as a basic ranged attack. If you make a basic attack with Magic Missile, you use DEX modifier or INT modifier for the attack? I guess it will be DEX.

3. Not sure, but I've always though voluntary movement can be reduced to 0, so I would say yes.
4. No. Magic Missile can be used as a substitute to the ranged basic attack listed on PHB 284 (I think that's the correct page; it's in the Combat chapter). Thus, rather than use the Ranged Basic Attack power whenever something calls for one, a Wizard can use Magic Missile, and therefore use Int, as the text of Magic Missile indicates.

Yup.

Yes. And if he actually hits it's halarious, if ineffective. Replace wizard with warlock and this actually happened in my game.

You are never required to move any or all of a movement when a power allows you to do so.

It would be Intellegence. It replaces the entire power, it doesn't become some wierd mishmash.
