There's no problem with Tiny or smaller creatures attacking a Small creature, because Tiny or smaller creatures are allowed to move into/through another creature's square.

The only rules allowing for Tiny creatures to enter another's square is via movement, as quoted in the first post. That movement provokes an AoO. That movement also does not equate to, nor allow, a 5ft-step. If you allow a Tiny creature to 5ft-step into another's square, there's just no rule that allows that, and thus it cannot be done.

I believe I2K's point is how in my original post, the rules only state that a tiny creature can move into or through an occupied square. It doesn't say a tiny creature can occupy an occupied square. That is said in the DMG (as earlier noted).
 

Isn't a 5-foot step a move? It may not be a MOVE ACTION, but you are certainly moving from one square to another. It also says that you can take a 5-foot step in any round that you don't perform any other kind of movement. So clearly a 5-foot step is a kind of movement, as there are other kinds of movement.

I'd say they can take a 5-foot step and end in the same square, but they still provoke an AoO. Not from the 5-foot step, but from the specific rule allowing Fine, Dimunitive and Tiny creatures from moving into the same square occupied by an opponent that is larger.

The distinction is important. If you have moved into a square, but not through the square, you now occupy the square. Creatures of size Tiny or smaller can do this even if the square is otherwise occupied.

As for the "5-ft step not equal to movement"......huh? :confused: Why not?

In the "BIG AND LITTLE CREATURES IN COMBAT" section of the SRD, it says:
Creatures that take up less than 1 square of space typically have a natural reach of 0 feet, meaning they can’t reach into adjacent squares. They must enter an opponent’s square to attack in melee.
That last bit implies that such creatures are allowed to remain in the square. ....But I'll admit that shaky.
