It's clear that they use the arcane spell rules to cast them. But for some spells that require the input of a god (commune and miracle, for example), I'd say that dragons use the dragon gods.

If the only problem you have is a divine focus, I'd just say it requires the exact same focus, except it's an arcane focus in their case. Of change it to anything else that costs the same amount of gp.

Or you just rule that dragons don't need components or spell foci. I just don't see a colossal dragon carrying around a very tiny spell component pouch with things like piches of powder and 1 inch gems in it.

It's not really important, I think.

Arcane:

Level 1 - Shield, Mage Armor
Level 2 - Mirror Image <-- this is a must. It works for targeted spells also!

Divine:

Level 1 - Divine Favor, a must for older dragons. A great wyrm red will have +6 to dam & hit!
 

This has been a pretty fun thread.

After the list has been put up, you might consider what scrolls and wands a dragon might want.

Contingency is an absolute necessity. It is the solution to Harm and a number of other bad situations for the dragon - contingent teleport, or something similar (dimension door would work, too) to get out of trouble.
