In speed 0 cases (like grappled/restrained) there is no mention of "you can't move".
That is just at other disabling conditions like stunned. The restriction that you can't move/speak and register your surroundings aren't at the incapacitated condition but listed at the same place where you get the incapacitated condition. "You are incapacitated and can't move..."
But changing Ode of Blood from incapacitated to unconscious send to be the easiest fix
