What if you had a Wiz1/Expert1/Rog1, would I be correct in assuming that the base attack bonus is still +0?

Yep. There is an optional rule somewhere (Unearthed Arcana?) that uses fractional base attack bonuses (which would give the example character +2), but according to core rules the character has a +0 BAB.

On the plus side he has a great Will save.

Indeed. Gnomes are underrated, especially as Scouts, Rogues, Sorcerers and Wizards. Those extra spell-like abilities help too.

Oddly in my games, they are experienceing a major comeback. After 5 years of a single gnome spread around 10+ gmaes (many of which folded) I have suddenly got two surface ones and 1 deep one added to my gmaes. Weird. A surge of gnomes.
