IIRC, 3.5 Beholders fire their rays as Free Actions.
People have used this to allow them to move in a circle or spin in place and fire all of their eyes at one opponent.
However, designer intent if fairly clear. 3 rays per 90 degree arc.
Hence as a DM, I would only allow the Free Action Ray Firing to be done simultaneously and not throughout a round.
The vertical attack of all 9 eyes is an old 2E artifact. Adventure designers like to put Beholders at the bottom of vertical shafts. It does not apply to 3x TMK.
