Yes there are a lot of methods a party can use to tackle Bel. But if the circumstances are in his favor (and normally they would be), this version is deadly even for a highly optimized party. He can basically take out one or two PCs per round depending on the circumstances.

Anyway, the point is the reason why a 90 ft cone is overkill is based on assumptions about the party in question. Most parties probably have a problem with it, but not all them. So just reducing the cone range is reasonable way to tone down the damage.
Of course, it is all assumptions, but as Jimbro has already stated the he will have the full resources of a Duke of Hell, it seems a monster that is basically 2x as deadly as a CR30 monster might be overkill

Yes I did. That is still 70 damage to every member of the party if they all have some rogue

No I didn't. I just responded to each item discretely.

That is still 51 damage if they all have resistance and all have some rogue. So assuming a party of 4 resistant rouges that is 204 HP of damage (assuming they fail the save). Now if there is a resistant barbarian raging with 7 level of rogue you get some really serious damage reduction;)
