Khan isn't a consideration without the movie incarnation of him.

Is there really any other version of him?

I first sighting of Khan he is young and arrogant thinking himself naturally superior and still destined to rule

In the second sighting he has gained wisdom and a better survival instinct. He has also learnt not to underestimate JT and crew

Its the character development that works well for this antagonist. Plus Khan is kewl

Which is kind of why I posted what I posted. Without the movie incarnation of him, I don't think he's a viable contender for best TOS antagonist.

However, if we were including the movies in with this poll, then yeah - no doubt it's Khan.
