Blur and sneak attack

Long time lurker here with a quick hypothetical - rogue/wizard in open ground, full light with blur active 5' away from an enemy. He makes a hide check (blur grants concealment thus a hide check), succeeds vs the enemy's spot, takes a 5' step and sneak attacks the enemy.

Next round: repeat without the movement.

Is this an appropriate use of blur? What about hiding after attacking, the SRD says the hide check is made at a -20, but implies this is only for sniping with a bow.

Thoughts?

1. I don't think you can hide from vision with the concealment from Blur. Well, to be more precise, RAW maybe, but this really does stretch the limits of suspension of disbelief.
2. You can sneak attack while blurred by default, can't you? You are attacking from concealment, after all.
 

Unless you have the Hide in Plain Sight ability, you cannot hide while being observed.

Being invisible denies your opponent dex to AC and grants total concealment.
However, I can't find anywere that total concealment itself denies your opponent dex to AC.
Regardless, Blur only provides partial concealment. Which, as far as I can tell, does not deny your opponent dex to AC.

Anyone have a quote suggesting otherwise?
