Boccob's - Free scribing?

I remember there's been a few discussions here as to whether Boccob's Blessed Books allow free scribing (i.e., not 100gp per page), in addition to them being able to hold 45 spells of any combination of levels. What was the consensus on this, and was there an official ruling by anyone from WoTC?

Well Monte Cook wrote the DMG, and he says it allows free scribing.
