From Complete Warrior, p. 135:

"Four times per day, the wearer can turn the dial to the right position as a standard action and aim the lens at a target, unleashing a beam of searing light that deals..."

Does this require a ranged touch attack (like the spell), or is it automatic damage?

The item costs 26K gp and it's only other power is creating the illumination of a bullseye lantern at will (if that matters).

I don't have the book, but if it's a beam of searing light, then by definition it would require a ranged touch attack.
