It's only 2x on the cleric build. Quicken lets it be a bonus action but your still limited to a cantrip for your action cast. So its high level bonus action cast, cantrip, and then surge for another high level cast.

The premise gives you a magic item of choice. You can use a magic item to cast a spell for you. So it would be action surge + bonus action + magic item.
