Personally, I think that the lists are designed like the 3.x lists, so that different spells appear at different levels on different lists, but it would be nice if the descriptions cleared that up.
If that's actually the case, they should clarify the scaling of, for example, flaming sphere. If it is indeed a 1st level spell for wizards, it ought to start scaling when cast using a 2nd level slot.
 

I agree. I think (if it is the case), that the spell descriptions were finished first, and the lists were added later.
 



The druid Circles mention the druidcraft cantrip, which is listed in the spell lists but lacks a description; and the spare from dying cantrip, which is wholly absent.
 


The teleport spell refers to itself as "greater teleport" in its text. There is no greater teleport spell anymore, just teleportation circle and teleport.
