How do you administer shugendo. Specifically I am wondering what people think "overcoming a foe by magic" consists of. Is it just killing an enemy or could it include, say, casting a spell which foes fail their save against? It seems excessive to give out 8 shugendo for blinding a couple of 3rd level bushei with a fire flash spell and the .1 from casting the spell is appropriate. However, casting conquering gaze on the same guards feel different.
