Except that Call Lightning specifically references a "target square", not a target point.

I've always ruled that it fills the target square.

Note that you can still hit multiple targets with the bolt, as long as they're in the same square. (Think of tiny creatures, a mount and rider, coupling lovers- talk about interrupting the moment!- or a flying creature above another on the ground.)
