Can Calm Animals be used on Magical Beasts so long as the magical beast has an Intelligence of 1 or 2? Or is the spell restricted to use upon the subtype: Animal only?

The counter argument was that if the spell were meant to affect magical beasts, it would say so in the spell description and not specifically target "animals" or specify "Only ordinary animals may be affected..."
