Can AC get worse than 10?

Yes. Look at some oozes.

I just used a gelatinous ooze in a campaign last week... I didn't look too closely at the stats before hand. Still remember when the first attack came and I looked up its AC... 4!

I ran the Age of Worms adventure path last year, and at one point (during the Kings of the Rift adventure) they party ended up fighting an ooze with an AC of -7.

My Mysting Theurge in training is running through Shackled City with an AC 9 and BAB -1.

Make it a weapon they're not proficient with thats oversized.

Don't forget -20 for powerattack! Requires a better strength score, but I think -20 is worth the +6 (going from -5 to +1).

My mounted cav guy used his Shock Trooper feat (Heedless Charge tactic, -14 to AC), Reckless Rage (-4 to AC), and had a Warchanter do the Inspire Recklessness thing (another -14), on a mounted charge (-2), taking his AC from +21 to -13.

We fought some stupid ooze a couple of years back with a Dex of 28, or something ridiculous.

"Oh, look, an ooze! I Power Attack! ... AC 18, and my damage..."
"You miss."
"... I don't understand."

Stupid ooze.
