Sure - be careful though - you are putting a water based critter on land, and polymorph wears off....

Yes, its always funny to have a human who Point Buys 8 8 8 18 16 14 and then PAO into a human that looks similar to themself to get the stat buffs.

No, druids are limited to what they can wild shape into by animals. Also,Polymorph is not on their spell list. The exception to this would be if the character took levels in the Shifter or Master of Many Forms prestige class found in Masters of the Wild and Races of Destiny respectively. The Master of Many Forms is the 3.5 update to the Shifter PrC.

Can a Dolphin (Porposie with Int 10 imc)?

No, because the Dolphin would have to be an awakened wizard with an Int of 14 to be able to cast Polymorph.

The assumed form's size can be anything from Fine to Colossal.

Not really a hard one, but at least it excludes diminutive.
