Yep, he does in fact do that in that game. Sort of. What he actually does is let Goblin Tactics trigger - it was otherwise _never_ going to trigger in their entire goblin encounter. So he might have ruled so just to show off the 'cool goblin power'. Or been in error. Or been ruling correctly. Dunno.
He also allows a scorching burst to not hit someone in the area, for everyone to shift with the fighter getting his immediate attack, etc. He's DMing a game for people who don't know the rules and playing fast and loose with certain things. Which is cool, but unfortunately not a silver bullet for solving the problem.

Thanks. I guess my rule will be you can shift while prone regardless of what is letting you do so. Your just screwed if your up against a wall
But this edition is pretty easy to make rules on the spot with so if any anomaly's pop up I think one can make a band aid quickly.

OP- this is not so much a rules question as a game question.
This is EXACTLY what killed 3.x for me.
Seriously people, there is no reason to dive into the rules and disect them word for word.
Standing up is a move action. That is all (no provoking OA, doesn't count as moving, etc)I don't have my books here... what are the standing rules again?
