If not, I don't think as a DM I would allow a resurection on any account for two resones:
1: Practical, there is generally no shortage of NPC's in a campaign and the DM Certainly has enough responsibility without trying to "play" an NPC in a semi-permanent function. After all you killed the PC off on purpose, right?
2: Esoteric, Well, the soul must be willing after all, and the soul of any PC is The P, the C is just some stats and a version of the P's manifested in game.

Nargtuth, first welcome to de-lurkerdom.

Second, I suppose it might be possible that the player could return. She abandoned this character in favor of a fighter, and then we killed that character off when she decided she couldn't game and take care of a baby at the same time.

Incidentally, I don't have an abundance of NPCs, since the PCs are stranded on a deserted continent. There are virtually no NPCs, in fact, save for some villains.

I think I'll let them resurrect the character, given that they destroy the master vampire first, and use his heart in the resurrection process. They'll probably have to divine this. I'll leave it up to them to determine whether they want to do this or not. I imagine that they will, since it will be "the right thing to do."
