Can you use Stone Shape in combat?

The last time we played the Cleric cast stoneshape to meld a wall around a willo the wisp trapping it and ending the encounter.

This didn't make a whole lot of sense to me at the time, as I always thought of it as a non combat construction style spell, but I allowed it and the game moved on.

The spell doesn't mention any saving throw which only confirms my suspicions that it is intended for use outside of combat.

Am I missing something? Can you use Stone Shape in combat?

Potentially. It's not designed for it. As a DM, for such a case, I would extrapolate off of Wall of Stone, and permit a reflex save. Alternately, the change isn't fast enough for entrapment - if the "target" can move, no save is needed (simple to dance out of the way) and if the target can't, it's immaterial in most cases (a Coup de Grace would be simpler and require less recources).
 


I think ther 'arcane material component' listed in the PHB might give some insight:
Soft clay, which must be worked into roughly the desired shape of the stone object and then touched to the stone while the verbal component is uttered.
Admittedly, this doesn't apply to divine versions of the spell (which are a level lower than the arcane version), but it certainly sounds like an awkward spell to cast within the Standard Action timeframe :)
