These rules wouldn't just apply to rogues; if you think that sneak attacks wouldn't be possible in a given combat, then each and every attack made in that combat will be suffering from that 10% miss chance.
I'm usually pretty liberal about letting characters in melee see each other, mainly because it's a headache to keep track of subtle lighting effects all the time. For that same reason, I wouldn't worry too much about concealment due to darkness as long as there was some form of light around.
