D&D 5E Casting more than one spell in a turn/round

There should be a statement in Chapter 10 about the Metamagic Options affect on Casting Time, etc...

Fighters Surge Action is not listed in the "Page 189 - and take one action" but it still has an affect

so does the Sorcerers Quickened Spell have the same "BUT" affect as the Surge Action

Page 189 - "and take one action (except for Fighter Surge Action)"
Page 202 - "you can't cast another spell during the same turn, except for a cantrip with a casting time of 1 action (except for the Sorcerer's Quickened Spell)"

Haste also gives a second Action - Use a Fireball Wand

Since the Jeremy Crawford ruling was later redacted, (see above), I'll point out that when you ready a spell, it is cast on your turn and you hold the effect until the condition is met (requiring concentration ). I don't think there is a way to cast two leveled spells on your turn.

No bonus action spell --> leveled spell for regular action and leveled spell for action surge
 

The problem trying to add wand to the mix is it doesn't work for two reason.

Using a magic item, does not fall under the "Use Item" action.

If an item requires an action to activate, that action isn't a function of the Use an Item action, so a feature such as the rogue's Fast Hands can't be used to activate the item.

And using a wand is "casting the spell" it falls under all the same restrictions as any other spell casting. So if cast a bonus action spell on your turn, you cant use a wand, staff, or scroll to "cast" a non-cantrip spell as your action.

Some magic items allow the user to cast a spell from the item. The spell is cast at the lowest possible spell level, doesn't expend any of the user's spell slots, and requires no components, unless the item's description says otherwise. The spell uses its normal casting time, range, and duration, and the user of the item must concentrate if the spell requires concentration.

It still isn't right.

The rule is: If you use your bonus action to cast a spell, the only other spell you can cast is a cantrip.

Action Surge might allow you to break that for the Action Surge spell, but it won't for your regular action, which must be a cantrip.

AND, it still bothers me that a Fighter's Action Surge makes you a more formidable wizard, which seems silly to me.

Nope. You can use the extra Haste action to "take the Attack Action (one weapon attack only), Dash, Disengage, Hide, or Use an Object action."

Activating a magic item is its own type of action (per the DMG), you can't activate a Fireball Wand with the extra Haste action.

It is really annoying that the DMG added a new action type for magic items that isn't referenced at all in the PHB, but it's been confirmed by Jeremy Crawford.
