D&D 5E Casting Web on a flying creature

Here is how I would rule it. Cast spell on a dragon at max 60 feet. On the dragon's turn it now must roll a Dex save or be restrained. If it is restrained, it falls to the ground (taking 6d6 damage) and all other's now get to attack at advantage. When the casting player's turn starts, or the player looses it concentration check (for any reason) the web vanishes and the dragon is no longer restrained.

Our group had this discussion in 3.5 where a character attempted a similar thing. Although the DM was veering towards allowing it, after a quick discussion it was not allowed as wing to wing are not solid anchor points.
 

This would be a really interesting character concept for a Dragon Sorcerer... one who has the urge or need to take out all the other dragons out there. Has Web plus the distant range metamagic ability-- can cast Web out to 120 feet and get more falling damage out of it. Armies would definitely have one or two of these people in their spellcasting contingent-- dropping the flying attackers out of the air.
