Feral gets a look at who and what is inside the Hummer, specifically looking to see if they have any weapons. If not, he motions for them to pull over. If so, he ducks down under the window for now.
Seeing everyone else going crazy, T-dawg decides to block off the Hummer's route across the tracks. He keeps his eyes peeled on the Hummer, waiting for all the other traffic to pass the SHO so he can step out in front of the white vehicle, arms held out at his sides and attempt block the lane as it passes. He's relying on the fact that most drivers would do anything to avoid hitting a pedestrian and the associated legal suit...

He is readying an action to step out and block the left hand lane (at least as much as he can), once the traffic in front of the Hummer has passed, but before the Hummer itself passes the SHO. He wants to do this at the last possible minute surprising the Hummer driver, giving them time to stop (or at least slow), but not to take any other sort of evasive action. Let me know if I should make any sort of roll...
Otter flicked her rock at the Hummer's windshield. The rock plinked off the driver's side glass with a satisfying thunk. The driver jumped, then stared at Otter. His passenger frowned and, when there was yelling from the rear seat, pulled out a very large black handgun from a holster inside his Navy blazer. He didn't point the gun anywere in particular, just made a show of producing it. And then proceeded to stare at Otter. [sblock=Otter]The Hummer has Defense 8, so the rock hits and does 3 points of damage. Unfortunately, the Hummer has Hardness 5, so even though the rock hit the windshield (good shot!), it doesn't damage the Hummer. Otter can still move this round. Let me know if you wish for her to move anywhere.[/sblock]

Feral sees the front passenger inside the Hummer hold a handgun. I'll wait for everyone else to post Perception rolls before stating results, but at a minimum I wanted to adjudicate Feral's since you stated an action that hinged on whether Feral spotted a weapon.
Even from his position at the rear of the SHO, T-dawg spots the front passenger in the Hummer holding a large black handgun. The man is dressed in some kind of dark blazer, and is holding a gun, but does not have the gun pointed at anyone.
Cyril is really out of his element here. He's going to Ready an Action to (lightly) ram the side of the SUV if it tries to go past, if that's possible. I may not have a firm understanding of the situation.
