Round 146: Norman takes no action. DS misses, then dances. Norman could care less.

Round 148: The lizard man squeals like prey (rolled Will save 5), and flees out of the arena. Norman can act in round 148 before a Neutral creature comes out to start round 149.
Actually running out of the arena (or instant death) causes a tag-team reaction - the next opponent gets to enter the arena immediately. The only time the next guy has to wait a round is when his teammate is dying or has a zero ability score, because the teammate may still be able to take actions.
