Challenge: Making the worst 20th-level character

[Simplicity]

A challenge for those of you bored ENWorlder's out there: Make the worst 20th level character you can... Certain restrictions to make it interesting:

1) Must be conscious and able to move.
2) Must have all of his/her limbs.
3) Must only use weapon(s) and items from the PHB.
4) No cursed items, curses, diseases, or other weird "conditions".
5) Must be at maximum hit points.

Skills Knowledge (the planes) -3, Knowledge (nobility) -3, etc...
Possessions 2 whips.

I think you need a min stat cap on this (Minemum point buy) or else it's going to be characters with all below 8 stats.

Yeah. Sorc20 gets a spiffy Familiar, and can use many magic items.

or fighter 20, with maxed out weapon focus/spec for net?

I think fallen paladin would trump fighter in terms of suckitude.
