If our Paladin uses this.

When he gets a crit does this only do something if its a Crit using a power with "Implement Keyword".

What about other powers such as at-wills and melee basic attacks ?

Doesnt have the usual text "When you crit using a power that uses implement ... yadayada..."

Critical:For magic weapons and implements, this entry describes what happens when you score a critical hit using that item. Just as with an enhancement bonus, this effect only applies for attacks that are delivered through the weapon or the implement. (A wizard’s magic missile can’t benefit from the critical hit effect noted for the magic dagger she carries, for example.)

It does require the attack to be channeled through the symbol; that's a basic feature of magic weapons/implements. Hope this helps.

Champion's Symbol cannot be used as a weapon, so no, it will not apply to Weapon powers.

If you have an item that -can- be used as both a weapon and implement, however, then if you do use that item, the critical property of its enhancement is perfectly useable with both weapon and implement powers.

The important rule here is not that it is a weapon or that it is an implement, but are you able to use it with the power in question? If not, then of course it doesn't work with that power. If it does, then of course it works with that power.
