Chaos bolt: Max 3 attacks or infinite?

As an FYI, I had a chaos mage blow through 6 minions in one round with his stupid bolt and hit the BBEG as well as his main bodyguard. He was super, super lucky and gloated to the wizard about who was the better minion killer... it was tres fun.

Personal best on a Chaos Bolt here was finishing off four non-minions as well as killing two minions with one use.
Warlord used War of Attrition, followed by me using Chaos Bolt with a +6 on attack and damage rolls with Chaos Bolt's many attack and damage rolls. Even went so far as to use Focused Chaos to make the very first odd roll count as an even roll to tag and kill the last four.
 

The comparison to twin strike was just to say that, as written, chaos bolt is not the most powerful at-will - it is not broken if you just play it by the book.

Sure, it is a good power. Still, the probability of killing a room full of minions is so small that I would not stake anything on it. With a 50% chance of hitting and 50% chance of rolling evens, you are already lucky to hit 3 targets with it (about 3% chance of that).

Also, you deal full damage only to the first target, the rest take 1d6+dex+enchantment.
 

Having character features that allow you to reroll a die or add a small bonus to it after the fact can help increase your chances of getting more randoms in a row though.

If you are in LFR, you can beg for a few +1's here and there too.

Such bonuses don't change the die's result - just the total. Ie, if you roll a 19 in LFR, you can't add +1 to it to turn it into a 20 = crit anymore than expertise increases the 19 to a 20 (or 18 or 17)

And a reroll has a fair chance of turning the attack into a miss.
