Primus would be quite niche, as they should be at the power level of a Demon Lord or Archdevil. While a Secundus might very well be CR 20.
They did leave out the higher CR guardinals and archons, so along with leaving out the highest CR mondrons suggests a pattern - that we'll be seeing them all in a later product (I'm not sure of the rilmani hierarchy, so I'm not sure if the pattern holds up there). As @Parmandur has said, they're wanting some higher CR creatures for the '24 MM, and the ones missing here would fit nicely, especially the celestials. Beyond that, there are still plenty of Archdevils yet to get 5e stat blocks, so that's somewhere else we might see these.

They would all also be good fodder for "Leomund Presents: The Manual of the Planes"..

I remember Warden Archons were quite high up in the hierarchy of Archons. While with the Rilmani it's 2nd lowest Ferrumach (Iron), middle with Cuprilach (Copper) and the top with Aurumach (Gold).

Good to know

That was my point
When they released the SRD to CC, they did not make any effort to scrub it of "Product Identity" which has no meaning outside of the OGL. There are a lot of proper names and other IP in that SRD that those who want to can reconstruct certain elements of D&D that would otherwise have been protected under the OGL. A company that wants to create something that would fit really well with Planescape could do so off the SRD (though of course they could not call it Plabescape).

There are products on the DMsGuild right now that have more complete planar bestiaries than this.
Yeah. That's what the DMsGuild is for: letting hobbyists and small outfits do the work that is just not profitable for WotC. It's the reason there was ever an OGL and d20 license at all. (Half the reason anyway; the other half is market dominance.)
