OK, sorry if that presentation was unclear:Mine ends with the word "precincts" under the humanoid section on page 12. No % are given after that like yours does.
I guess I misunderstood, I thought you were referring to The City of Greyhawk from 2nd edition D&D.Gygax wrote the second edition.

- page 12 has the "Distribution of Humanoids" that mentions the Free Coties allow Humanoids
- page 18 defines the terms used for the shorthand info for each political entity (so "Some" means upwards of 10%)
- page 23 has the info for the Free City of Greyhawk indicating that upwards of 10% of the population of Greyhawk is Humanoids
Rel Astra also has a big Humanoid population, and the free cities of the Wild Coast are rife with them apparently. Dyvers or Irongate have fewer, but still upwards of 5%.

The Lords of the city were of mixed alignments and all alignments were welcome there, even creatures of evil alignments. It was meant to be the ultimate free city with the main law being greed.
