No; the text appears within the context of the full attack action. The subheading gives us an implied condition.

When taking the full attack action, if you get multiple attacks because your base attack bonus is high enough, you must make the attacks in order from highest bonus to lowest.

I think the 'from highest bonus to lowest' cannot refer to total attack bonus, because it leads to nonsensical results.

Rather, since it begins with "If you receive multiple attacks due to a high base attack bonus...", it seems to me that it makes more sense for the bonus you order them by to be the base attack bonus you use to calculate the total bonus.

However, it's also worth noting that extra attacks for any other reason - whether they be for using a second weapon, for Haste, for Rapid Shot, for Flurry of Blows, etc, etc - are not multiple attacks due to a high base attack bonus, and therefore are not subject to the restriction on the order in which they can be taken.
