Sooner yes. But as far as we know, it's only for this subclass. All o5e barbarians and monks (iirc) had that recharge mechanism instead.
As for stronger: wrt o5e fighters almost certainly. Wrt other a5e classes, probably not, I guess there's an overall balance

In Level Up spell levels are always referred to using hyphens (it's a 1st-level spell or a spell of 1st-level or higher). Where the spell is described, when it's referred to in a feature or trait, etc. etc. if it's a spell, it's got a ##xx-level.
Ah, if that's editorial policy, then cool. It's different from how WotC does it, though, so it caught my eye.

Except in O5E magic missile rolls one for and applies the same damage to each missile.

"If a spell or other effect deals damage to more than one target at the same time, roll the damage once for all of them."

Crawford confirms RAW that means a single die for all missiles:
(YMMV on Crawford rulings though.)

That would mean an additional +X to each missile.
