Sanctuary is/was an adaptation of Cities, by Midkemia Press [which apparently sold the rights to Chaosium, which seems to belong to Avalon Hill.] The original is more generic and thus superior for your needs. It is also superior in being really all you need in a city book. Bluffside, etc, largely give you scenery and atmosphere, and you still have to develop the action. Cities gives you the action on the street, which is what your players are involved in.

The major problem with Cities is finding it as it has been pretty much out of print for a decade.

You may also want to look at a new product just hitting the stands now, AEG's Toolbox. It has a section on Cities in it, it is all tables but very useful to populate and build your own.
 

I just bought AEG's Toolbox. As Hand of Evil says, it isn't exactly a city supplement, but it's very useful whether you're building your own city or using a pre-published one. I've been putting together an adventure for my players based on an illustration Knid Vermicious did for me, and I can tell you that Toolbox saved me several hours.
