Cleave and Power attack

When you power attack a cleave, does the extra damage get applied to the second target or just the initial target.

More generally, when something says that you add extra damage to a damage roll, does it get applied to ANY damage you deal under that circumstance, or just damage that is actually ROLLED....

Sorry if this is confusing, I can try to come up with an example if you can't figure out what I;m talking about

In general, static ongoing damage is not modified by anything.

I would extend this rationale to static instantaneous damage. If there's no NdX or [W] in the damage, it doesn't get modified.

As usual, abilities that specifically say they modify static damage would be the exception.

This would make the greatsword completly superfluous. Yet the way this quote from the PHB is written that seems to be it's intend.

The powers don't really talk about this, they only mention X[W] + Str. So we now that Str is seperate and is not multilplied with multiple [W]. Yet we don't know what exactly [W] means, if things like WF, versataile, enhancement are indeed considered part of the weapon damage and are applied multiple times, that makes me see all these X[W] powers in a completly new way.
